Engineers said the 1950s structure is near the end of its life, a finding that set the stage for this week&#8217;s flood levy vote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;You can see where the concrete has spalled away and the rebar is exposed,&#8221; said city engineer Olu Adeyemi. &#8220;It has done its job for 70 years.
