Waves overtopped Port Avalon’s eastern seawall on Sunday night for the second time this year, flooding parts of Harbour Point. Engineers said the 1950s structure is near the end of its life, a finding that set the stage for this week’s flood levy vote.
“You can see where the concrete has spalled away and the rebar is exposed,” said city engineer Olu Adeyemi. “It has done its job for 70 years. It needs to be replaced.”
